Council meetings
Meeting procedures and participation
The AlburyCity Code of Meeting Practice [685.08 KB | PDF] sets out how Council Meetings and public forums are conducted.
It covers meeting procedures, public participation, voting, meeting conduct and the roles and responsibilities of Councillors, the Mayor and staff in accordance with the Local Government Act 1993 and applies to all Council and Committee meetings and public forums.
Members of the public can address the Council prior to Council Meetings and Committee Meetings. Public Forums are generally held on a separate day. See Public notices | AlburyCity for information on meeting and forum dates.
The forum allows for verbal submissions/presentations from community members on items of business to be considered at the meeting. Conditions are outlined in AlburyCity's Code of Meeting Practice and Statement of Business Ethics.
Applications to speak must be received by 12 pm on the day of the forum.
Businesses and contractors interacting with Council must comply with AlburyCity's Statement of Business Ethics. It outlines the standards of conduct expected during procurement, tendering and other business dealings with Council.
When participating in Council procurement or tender processes:
- Councillors and Council employees must not receive unauthorised lobbying or approaches.
- Tender enquiries must only be directed to the nominated Council contact.
- Any inappropriate approach must be reported.
- These requirements help ensure fair, transparent and accountable procurement.
Council Committees support Council in carrying out its functions by providing focused consideration of key strategic and governance matters. At AlburyCity, Council has two committees: the Infrastructure, Planning & Environment (IP & E) Committee and the Business, Growth & Community (BG & C) Committee.
These committees operate within the framework of the Local Government Act 1993 and Council’s Code of Meeting Practice, and are established to consider reports, facilitate informed discussion and make recommendations to Council. Final decisions remain the responsibility of Council at formal Council meetings
Community Forums will be scheduled as required in order to provide the community with an opportunity to address councillors on items of significant community interest.
Details regarding Community Forums are outlined in AlburyCity's Code of Meeting Practice [685.08 KB | PDF].
Upcoming Community Forums will be advertised on our website.
Some Council business must be discussed in closed session where required by legislation. The reason for confidentiality is included in the agenda and summarised prior to discussion.
Under the Local Government Act 1993, if the Council moves into “closed” session, due to confidentiality, all members of the gallery including media must leave the Chamber.
Under clause 14.9 of the Code of Meeting Practice, members of the public can make a submission in writing outlining the reasons why they believe the meeting should remain open to the public and not closed.
