Council endorses draft 2025 Code of Meeting Practice for public exhibition

AlburyCity Councillors have voted to endorse a draft 2025 AlburyCity Code of Meeting Practice to progress to community consultation.

The proposed updates reflect recent changes introduced by the Office of Local Government (OLG) under its Councillor Conduct Framework Reforms, ensuring the Code aligns with current legislation, supports best practice and meets the evolving needs of the Councillor group.

The new Model Code, released by the OLG in August 2025, introduces several key reforms all NSW councils must adopt by 31 December 2025.

The changes are designed to enhance transparency through the prohibition of pre-meeting briefing sessions and the mandatory livestreaming of all public forums and meetings, as well as measures to promote the dignity of the Council Chamber and clarify the responsibilities of the Chief Executive Officer.

Albury Mayor Kevin Mack said the updates would ensure AlburyCity continues to meet community expectations for openness and professionalism in decision-making.

“Our Council is committed to transparent, well-governed and respectful decision-making processes,” Mayor Mack said.

“These updates strengthen the integrity of our meetings and support public participation, while ensuring our procedures remain consistent with statewide standards.”

As part of the proposed revisions, Councillors have also considered the monthly meeting structure to enhance accessibility and efficiency – including reverting to a single Council meeting per month, the introduction of Committee meetings, including presentations on future agenda items, and public forum opportunities prior to Committees.

The draft 2025 AlburyCity Code of Meeting Practice will be available for community feedback until 25 November 2025.

If no significant submissions are received, the draft Code will be formally adopted, replacing the 2022 version, and made available on the AlburyCity website. If submissions are received, a revised version will be presented to Council for consideration and final adoption on 8 December 2025.

Mayor Mack encouraged residents to take part in the consultation process.

“This is a chance for the community to have their say on how Council meetings are conducted,” he said. “We welcome feedback to ensure our approach reflects both legislative requirements and the expectations of our community.”
